Listen to my words, Lord, consider my lament.

What is Democracy?

All Legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and a House of Representatives. (Article I, Section 1 of the United States Constitution)

The Senate and the House of Representatives are known jointly as Congress. Congress has all legislative power, meaning that Congress is the only branch of the federal government that can make new laws or change existing laws. Executive Branch agencies issue regulations with the full force of law, but these are only under the authority of laws enacted by Congress. 
 
Congress has the power to:
1. Create laws necessary to carry out its constitutional duties. 
2. Control spending and taxing for the general welfare of all citizens and noncitizens in American states and territories. 
3. Borrow money. 
4. Establishing citizenship laws. 
5. Establish rules of immigration and naturalization.
6. Establishing federal courts and their jurisdictions.
 



 
Abraham Lincoln defined democracy as a government “Of the people, by the people, for the people.” The word democracy comes from the Greek words “demos,” meaning people, and “kratos,” meaning power; so, democracy can be thought of as “power of the people”: a way of governing which depends on the will of the people.

While often categorized as a democracy, the United States is more accurately defined as a constitutional federal republic. What does this mean? “Constitutional” refers to the fact that the government of the United States is based on a Constitution, which is the supreme law of the United States.
